If you go to start > settings menu and select control panel, windows will open the control panel window. Now, right-click and modify the value to 1 which can turn off control panels functioning. However, if you want to make control panel function, change the value data to 0 or delete the value. First, click the 'Start' button, and select 'Run'. In the resulting dialog box, type "regedit".
Go to <b> [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion \Policies\Explorer\]</b> , right-click in the open area to create a DWORD Value with the name "NoControlPanel" in "Explorer" key.
Next, right-click on "NoControlPanel" and click on 'Modify'.
Finally, enter the value "1" in the text box and click on 'OK'.
