This setting can disable the toolbars list that is available in Toolbars sub-menu of View menu in Internet Explorer. It prevents users from messing with the toolbar display.
Level: Recommended For Novice Users
The toolbars sub-menu in the view menu in internet explorer displays a list of toolbars which are associated with the browser. These toolbars can be shown/hidden by applying/removing tick marks on the respective menu item. This setting disables the list of toolbars available in the toolbars sub-menu so you cant change the current state of toolbars in your browser. For example, if the address bar is displayed and this setting is enabled, you can't hide the address bar. However, it does not prevent you from adding or deleting buttons from the currently displayed toolbars in internet explorer. This setting is useful in a kiosk, library, or public outlets where you don't want users to change the toolbar display in internet explorer. For this, go to start > run, enter regedit and navigate to the registry path listed below. You can create a dword value nobandcustomize, if this value does not exist. Now, right-click and modify the value to 1 which can disable the toolbars list. However, if you want to get back to the original state, change the value to 0. The changes will take effect after a restart or logoff. Note: this setting can be applied to windows explorer as well. When editing the registry it is highly recommended to run a quick scan for optimization, you can test your system now for free.

First, click the 'Start' button, and select 'Run'. In the resulting dialog box, type "regedit".
Second, go to [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\], right-click in the open area to create a new DWORD value "NoBandCustomize".
Finally, enter the value "1" in the text-box and click on 'OK'.
