This setting allows you to unlock the Internet Explorer toolbars and position them.

Description:
This setting allows you to unlock the internet explorer toolbars so that they can be positioned per-user liking. For this, go to start > run menu, enter "regedit" and navigate to the registry path listed below. Now, right-click and modify the dword value "locked", in the right panel, to "1" which can unlock the internet explorer toolbars. However, if you want to relock the toolbar, change the value to "0". Restart internet explorer for the change to take effect. When editing the registry it is highly recommended to run a quick scan for optimization, you can test your system now for free.

First, click the 'Start' button, and select 'Run'. In the resulting dialog box, type "regedit".
Go to <b>[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\]</b> ,right-click on "Locked" and click on 'Modify'.
Finally, enter the value User "0" in the text box and click on 'OK'.
