CPU Usage
Question: What does CPU usage measure?
Answer: Total CPU usage is a measure of how much time
the CPU spends on user applications and high-level Windows functions.
Even when the CPU usage is 0% the CPU is still performing basic
system task, like responding to mouse movements and keyboard
input. While the total CPU usage measures the amount of time
the CPU spends on all tasks including Windows, you can also
measure the CPU usage per task. This can often be very useful
when searching for performance problems related to a specific
program.
